Display flex not working with fieldset on chromium based browsers.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. create a css class with display style 'flex'
2. add a fieldset component and a in it 2 div components with some buttons.
3. copy the fieldset with its children and change fieldset to div, to see if the div component behaves the same.

What is the expected behavior?
fieldset and div components handles display flex the same.

What went wrong?
the buttons do not horizontaly line up.

Does this work in other browsers? Yes

OS Version: 10.0

It looks like your right. I though I searched thoroughly for it, but clearly not :S My bad. Anyway, difference is that firefox and edge is displaying the fieldset as intented.
