Gradual regression on SM-J100H device for Event.Latency.ScrollBegin.Touch.TimeToScrollUpdateSwapBegin2

There seems to be a regression from M67 to M68 that hasn't recovered:

This needs further investigation.

It seems that the regression has recovered on M69 looking at the dominant version:

Looking at the per Chrome version breakdown there really doesn't seem to be a chrome version issue in 68. 68 metrics are vey much inline with 67 tail:
