anchor tag href is not working

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. take an anchor tag add some downloadable link on href
2. now open it on ipad
3. when we click on the link it will open the blank tab but download is not hapening

What is the expected behavior?

What went wrong?
in the next tab the download link is not coming what is mentioned in the href
