What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable 'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Enter any User ID and close that 'Add person' dialog box -> hover on 'Close' icon and observe for tool tip such as 'Close' or etc
(Please refer Video and Screenshot)
Expected: 'Close' tooltip should be seen on hovering mouse pointer on 'Close' icon
Actual: Instead 'Close' tooltip is seen missing
This is Non-Regression issue seen from M-62
