What steps will reproduce the problem?
1. Launch chrome and Sign in to chrome with valid credentials.
2. Change the Profile picture from chrome://settings/manageProfile page and navigate back to chrome://settings/ page.
3. Now Observe the Profile icon in 'People' section.

Actual Result: Profile icon in 'People' section doesn't change on selecting other profile picture.

Expected Result: Profile icon in 'People' section should change on selecting other profile picture.

This is a regression issue broken in ‘M-70’, below is the Manual Regression range and will soon update other info.
Good build: 70.0.3525.0 (Revision: 583912)
Bad build:  70.0.3526.0 (Revision: 584272)

You are probably looking for a change made after 583985 (known good), but no later than 583988 (first known bad).

@droger: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE:
1) Issue is also seen on M-71 Stable & Beta (build #71.0.3578.80) and M-72 Canary (build #72.0.3630.0).
2) We can observe that changed profile picture can be seen updated in Avatar icon but not in 'People' section of chrome://settings/ page.
