Remove sync dependency on lib-jingle

libjingle is not actively in use by Sync anymore beyond some legacy code.

It's only around because of the legacy XMPP integration tests.
Those tests should be converted to use the in-process C++ server (or deleting as necessary) so we can get rid of the libjingle dependency.
