Able to reproduce the issue on reported version 71.0.3578.80 and latest chrome 73.0.3631.0 using Ubuntu 17.10 and Windows-10, hence providing Bisect Info Note: Issue is not seen on Mac 10.12.6 Bisect Info: ================ Good build: 71.0.3574.0 Bad build: 71.0.3575.0 You are probably looking for a change made after 597766 (known good), but no later than 597767 (first known bad). https://chromium.googlesource.com/chromium/src/+log/22ed4853bf2323d2a64ba07f00f9814b51afcd40..1ebfa2b597832dc94c9f3012871c5a92dd7b35b3 Change-Id: I862f2b675d371ed0a5a60fbbdbfe72a9c02cbd36 Reviewed-on: https://chromium-review.googlesource.com/c/1221166 @Christopher Lam: Please confirm the issue and help in re-assigning if it is not related to your change. Adding ReleaseBlock-Stable as it is seems a recent break, feel free to remove it if not applicable. Thanks!

This is essentially unfixable. We switched to a native drag to fix a bunch of other issues, and the OS probably blocks all mousewheel stuff from getting to the webpage now. Maybe as a workaround, just grab your bookmarks, Ctrl + X and then paste them where you want them to go? Sorry!
