[Chrome][M70][Android 9.0] IME is closed and user can't type in the multi-window mode.

Issue description

Steps to reproduce the problem:
1. Open up any apps
2. Press and hold recent key for entering to multi-window mode
3. Select Chrome from the recent app list (Chrome should be placed in the bottom window)
4. Go to google.com and touch the search box for typing

What is the expected behavior?
User should input characters in multi-window mode.

What went wrong?
IME is closed and user can't type in the multi-window mode.

Tested the issue on android and unable to reproduce the issue

Steps to reproduce:
--------------------------
1. Launched gmail and chrome
2. Clicked recent apps, opened both of them in multi window mode[chrome at bottom]   
3. Navigated to google.com and typed google, hello etc. -- able to type successfully

Chrome version:
70.0.3538.110

OS:
Android 9.0 

Android device:
Pixel 2 

@ seiyon.park: Please check the above steps/screencast and let us know if we miss anything. Is this issue consistently reproducible? On which device this issue is seen? Any information on reproducing the issue would help in better triaging.

I watch the video uploaded by Google, it does not occur because the test progresses without making the window small at the bottom.

The Chrome window is minimized to the bottom, and IME behavior is reproduced when the search box is selected.
Dear Chrome team, could you check the reproducible steps in Comment 3 and check it?
