Regression: Tab does not get closed because of Close icon on NTP is not seen even on hovering the mouse on NTP.

Chrome Version:73.0.3630.0 (Official Build) 4e0c28599deef67a295ba4ecd2e0180a4b5157e0-refs/branch-heads/3630@{#1}(32/64 bit)

OS: Windows(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS 


Steps to reproduce:
1. Launch Chrome and use shortcut('Cmd+T') for openings multiple tabs.
2. Close icon on NTP disappears. 
3. Hover Mouse on Close icon of NTP for closing the Tab and observe.

Actual Result: Tab does not get closed  because of Close icon on NTP is not seen even on hovering the mouse on NTP.
Expected Result: On hovering the mouse Close icon on NTP should be seen so that NTP can be closed using Close icon.

This is a regression issue broken in ‘M-73’ and will soon update the bisect information:
Good Build: 73.0.3629.0
Bad Build : 73.0.3630.0

You are probably looking for a change made after 613251 (known good), but no later than 613252 (first known bad).

also when I was trying to set my file it was saying that my phone is a iPhone or iPad and I have a android phone.

The offending change has already been rolled back and the bug is not reproducible on trunk.
