Steps to reproduce:
 1. Launch Chrome 
 2. Tap on Chrome Menu > settings > Google Chrome > Open-Source Licences/Terms of Service
 3. Tap on back arrow key >> observe

Observed results: Page does not navigate back to NTP after tapping on back arrow key instead turns blank 

Expected results: Page should navigate back to NTP after tapping on back arrow key

Note :- This happens only when #slim-navigation-manager flag is enabled
