Pre-condition: Set 'Force UI direction' to Right-to-left, 'Enable RTL' to Enable under ‘chrome://flags’.

Steps to reproduce:
1. Launch chrome, Save the page by giving cmd+s and downloaded file is seen in download bar.
2. Observe that no separator line is seen between downloaded files.

Actual Result   : No Separator line is seen between downloaded files in download bar.
Expected Result : Separator line should be seen between downloaded files in download bar.

This is a regression issue broken in M-69 and below is the bisect information:
Good Build : 69.0.3445.0 (Revision : 562691)
Bad Build : 69.0.3446.0 (Revision : 563011)

You are probably looking for a change made after 562695 (known good), but no later than 562696 (first known bad).
