libchrome should provide an API so we can avoid using direct libdbus call dbus_message_ref()

There are callers in platform2 using dbus_message_ref: http://cs/search/?q=dbus_message_ref+file:%5Esrc/platform2/+package:%5Echromeos_public$&type=cs

It would be clean if this is encapsulated inside libchrome's dbus library.
