The scrollbar in wallpaper picker should always start from the top

Issue description

Currently, when you change to another wallpaper category, the scroll bar still stays in the same position, so it might be in the middle or at the bottom of the scroll list. We'd like to automatically move the scroll bar to the top, so that users can always see the Daily Refresh section after switching to another category.
