What steps will reproduce the problem?
(1) open two windows (i.e. chrome and settings)
(2) overlap them so only the title bar of the lower window sticks out from the top
(3) attempt to swap windows via title bar

What is the expected result?

swaps to touched window

What happens instead?

event is ignored
