Steps to reproduce the problem:
1. Open Chrome
2. Make chrome fullscreen
3. type something in the url bar ( DO NOT PRESS ENTER )
4. Chrome will give search suggestions
5. Move Mouse to top of screen ( to reveal system bar )
6. Move mouse back off top of screen

What is the expected behavior?
For the url bar not to become transparent 

What went wrong?
Url bar becomes transparent and stuck to the suggested search results.
