Steps To Reproduce:
(1) Login to user account 
(2) Open crosh> (Ctrl+Alt+T)
(3) Type rollback

Expected Result:
Should be see rollback notification at notification center.

Actual Result:
Missing rollback notification(update available .... restart to update).

Need to shutdown the device to initiate rollback process.
 
How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
