Top notification gets cut out

Chrome Version: reproducible on 71,72,73.0.3628.0

What steps will reproduce the problem?
(1) Get too many notifications than fits the screen
(2) Open notification panel

What is the expected result?
Top notification is top aligned

What happens instead?
Top notification is cut off

I've seen similar with the "Header" showing similar to what is described (including Screenshot).  Occasionally the top notification will not display the close (x) due to being covered by the header of the same color with no border.
