url_pattern_index does not correctly match using the || symbol

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.20601 Safari/537.36

Steps to reproduce the problem:
1. create a url_pattern_index filter such as ||example.com^
2. attempt to match http://www.example.com
3. 

What is the expected behavior?
Filter should match

What went wrong?
Filter doesn't match

Did this work before? No 

Chrome version: 70.0.3538.20601  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

This is a bug against an internal API
