[Mac] Bookmark menus obscured by the Dock

Issue description

Chrome Version: 71.0.3578.53
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Add a bookmark folder with a long list of items to the bookmark bar
(2) Click the bookmark folder in the bookmark bar

What is the expected result?
A menu appears with the list of items in the folder, with all items easily accessible with the mouse.

What happens instead?
A menu appears with the list of items in the folder, but if the list is long enough the bottom of the list appears behind the Dock.

When computing the size of the bookmark menu the bookmark menu machinery should take into account the presence of the Dock and make the menu shorter, so that no portion of it gets obscured.

This worked correctly before the switch to MacViews.

 
Hi, I can't reproduce it in macOS 10.14.1 and latest Chrome Stable 70 and Chrome Canary 73. (Attached a screencast with Canary.)

May be this issue is related to macOS 10.13 ?
