Should:
  Run fetch_all.py in a clean temp dir
  Compare the fetched artifacts vs what is in //third_party/android_deps/lib
  Report if any discrepancies

Equivalent to devs running the following and ensuring no changes:
  rm -rf third_party/android_deps/libs/[!O]*
  tools/android/roll/android_deps/fetch_all.py --update-all
