Pairing dialog with no 'accept'

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Get the right health device (FORA BTLE thermometer)
2. Take a measurement
3. Connect to the device
4. A dialog will pop up in the middle of the screen (not the lower right) with a cancel only option.
5. Pairing will not get done and the device works unpaired.

What is the expected behavior?
The pairing dialog needs a way to accept so the device will pair

What went wrong?
Only option is to cancel ending pairing

Thanks for filing the issue!

As we do not have the mentioned health device (FORA BTLE thermometer) to triage this further, hence adding label "TE-Hardware-Dependency".
I do not know why the two different dialogs appear. It happens to be that the FORA ear thermometer causes the second type of dialog to appear (it is in the middle of the screen). Another device (a Nonin Pulse Ox) causes the dialog that appears in the lower right corner. That once has an 'accept' option as well as a cancel/reject. Its the one that pops up in the middle of the screen that only has a cancel button. The message in the box is also a little confusing ... its not clear what it is trying to say.
Is this on a Chromebook in an Android app like your other report?

Heard from the partner that they are confident that this issue can be reproduced with any touchscreen Chromebook. They are using an HP Chromebook x360 11 G1 EE. (http://www8.hp.com/us/en/products/laptops/product-detail.html?oid=15747870).  I have inquired with the partner regarding the bluetooth devices that they seem to be having issues to see if we are able to receive loaner devices for testing.
