I tried to find Material Design on chrome://flags but I've never found it

There is no flag anymore chrome://flags#enable-md-settings has been removed. You would have to go back to M59-M60 which still had that flag.

chrome is by default now in material design and as per C#4 the present behaviour seems to be WAI. However could you please confirm whether you are trying to disable guest mode via policies? https://www.chromium.org/administrators/policy-list-3#BrowserGuestModeEnabled Thanks!
