When a user follows a link that runs an external protocol handler (i.e., one that is registered with the OS as being handled by some other program), Chrome asks them for confirmation that they wish to launch this external program. This is great for ordinary users, but it can be inconvenient for enterprises that configure specific programs that they expect their users to run via such handlers.
To allow enterprises to provide a smooth experience for their users, we should add a policy setting where admins can specify a list of allowed URL schemes for which the BlockState will unconditionally be DONT_BLOCK.
