Regression: [DevTools] Text on Console's drop down disappears on pressing any key from keyboard

Issue description

Chrome version : 73.0.3630.0 (Official Build) Revision 4e0c28599deef67a295ba4ecd2e0180a4b5157e0-refs/branch-heads/3630@{#1} (32/64 bit)

OS : Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open DevTools on NTP and click on 'Console' tab.
2. Click on first drop down list (list will appear) and select any option from the list.
3. Now press any key from keyboard and Observe.

Actual Result: [DevTools] Text on Console's drop down disappears on pressing any key from keyboard. 

Expected Result : Text on Console's drop down should not disappear on pressing any key from keyboard. 

This is a regression issue broken in ‘M-61’ and below is the Manual Regression range:
Good build: 61.0.3129.0 (Revision: 478841)
Bad build:  61.0.3130.0 (Revision: 479232)

Using per-revision script, below is the bisect info:

You are probably looking for a change made after 478853 (known good), but no later than 478854 (first known bad).
