Chrome Version: 73.0.3630.0 Revision 4e0c28599deef67a295ba4ecd2e0180a4b5157e0-refs/branch-heads/3630@{#1}(32/64 bit)
OS:  Win(7,8,8.1,10) ,Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.2).

What steps will reproduce the problem?
(1) launch chrome, open Report an issue overlay and type any text and send feedback (overlay will appear)
(2) Scroll down page and press Tab key upto focus reaches to Search icon then scroll page.
(3) Observe Search tool tip.

Actual: 'Search' tool-tip goes out of window frame while scrolling page.

Expected: 'Search'-tool tip should not goes out of window frame while scrolling page.

This is a regression issue, broken in 'M72',will soon update the other info:

Good Build:72.0.3603.0
Bad Build: 72.0.3604.0

[Unable to provide bisect using 1) Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown and
				2) Chromium bisect script as 'Report an issue...' option is not available.
Hence, providing suspect manually.)
