Steps to reproduce:
1.Launch chrome and navigate to chrome://flags, click on 'Reset all to default' and relaunch browser.
2.Open Remote NTP , add a custom background by clicking on gear icon > 'Chrome backgrounds'.
3.Now apply any theme to chrome from chrome web store.
4.Open a new remote NTP and observe.

Actual Result  : 1.Neither custom background nor chrome theme is applied to remote NTP.
                 2.Also observe the gear icon appears disabled.
Expected Result: Custom background should be applied to remote NTP.

This is a regression issue, broken in 'M-71', and below is the bisect info:
Good Build:71.0.3575.0 (Revision: 597883)
Bad Build :71.0.3576.0 (Revision: 598282)

You are probably looking for a change made after 598111 (known good), but no later than 598112 (first known bad).
