Issue description

 Issue 911922  has been merged into this issue.

The log [1] shows that Python was not found. I'm guessing that this is an issue with the CIPD arguments we're passing in, but I don't know enough about the CIPD packages to know what's wrong with them. --> Infra>Platform>CIPD

How are you synthesizing these swarming tasks?
The Swarming tasks are synthesized by the Pinpoint service in App Engine.

I compared the Pinpoint task to a perf waterfall task, and found that the perf waterfall specifies cpython and logdog/butler CIPD packages. Seems like adding those to Pinpoint works. Will upload a CL.

Unfortunately this means that when we need to roll python/vpython/etc. we'll also need to roll these. No one who owns these tools knows how to do that, though.
