Issue descriptionChrome Version: 73.0.3630.0 Revision 4e0c28599deef67a295ba4ecd2e0180a4b5157e0-refs/branch-heads/3630@{#1}(32/64 bit) OS: Windows(7) What steps will reproduce the problem? (1) Freshly launch chrome, open NTP and observe. Actual: Unwanted scrollbar is observed on NTP. Expected: No such a scrollbar should observe. This is a regression issue, broken in 'M69', below is bisect info: Good Build:69.0.3472.0 Bad Build: 69.0.3473.0 You are probably looking for a change made after 570216 (known good), but no later than 570235 (first known bad).
