Regression: Page 'Favicon' icon is not displayed on the tab even after navigating to the URL.

Issue description

Chrome Version:73.0.3630.0 (Official Build) 4e0c28599deef67a295ba4ecd2e0180a4b5157e0-refs/branch-heads/3630@{#1}(32/64 bit)

OS: Mac(10.13.6, 10.13.1, 10.14.2),  Win(7,8,8.1,10) OS

What steps will reproduce the problem?
1. Launch chrome and enter any  URL (eg. https://permission.site, chrome://settings) in omnibox.
2. Press enter and observe the tab-strip

Actual  : Page 'Favicon' icon is not displayed on the tab even after navigating to the URL.
Expected: Page 'Favicon' icon should be displayed on the tab after navigating to the URL.

This is a regression issue broken in ‘M-73’ and will soon update other bisect information:
Good Build: 73.0.3629.0
Bad Build : 73.0.3630.0

Note: Favicon icon is displayed only after hovering mouse over the tab.

Update:

You are probably looking for a change made after 613251 (known good), but no later than 613252 (first known bad).
CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
