Wallpaper entry in desktop context menu should be grayed out when it's unavailable due to policy

Issue description

Chrome Version: ToT

What steps will reproduce the problem?
(1) Set wallpaper policy
(2) Right-click on desktop background

What is the expected result?
"Set wallpaper" menu entry should be grayed out.

What happens instead?
"Set wallpaper" menu entry is missing.

Following up on UI review: I couldn't find an existing bug so I created a new one.
Labels: Enterprise-Triaged

While you're at it, could you please do the same for the tray-related menu entries, i.e. hiding/moving the tray?
