Thanks for filing the issue!

Tried checking the issue on reported chrome version 70.0.3538.102 using Mac 10.14.1 with the below mentioned steps.
1. Launched Chrome
2. Navigated to https://jsbin.com/zagasec/edit?html,css,output
Couldn't find anything abnormal, Similar behaviour is seen in other browsers too.

@Reporter: As we are not very sure about the expected/actual behaviour, Could you share a screen shot showing the same. Any further inputs from your end may be helpful.

This situation can be reproduced when the system is set to Chinese
Mac -> System Preferences -> Language & region
