Regression:Cincinnati Bengals Theme is not seen uniformly on browser when cast overlay is open.

Issue description

Chrome Version:73.0.3629.0 (Official Build) Revision e65f720d1d3d9b1817d178fcabcfd2bf54f2061c-refs/branch-heads/3629@{#1}(32/64-bit)
OS : Mac(10.13.6, 10.13.1, 10.14.2)

Steps to reproduce:
1. Launch chrome ,Navigate to above URL and apply theme on browser.
2. Open Cast from wrench menu and observe Tab strip area.

Actual Result: Theme is not seen uniformly (..for Upper RHS Tab strip)on browser when cast overlay is open.
Expected Result: Theme should be uniformly seen on browser when cast overlay is open. 

This is a regression issue broken in M-70 and below is the bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

Thanks for the report. This is actually working as intended though - the theme sets the tabstrip background to black when the window is inactive, and the window becomes inactive when the cast dialog appears. You can see the traffic light buttons turn light grey at the same time.
