captureVisibleTab stop working on about:blank page

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Navigate to about:blank page
2. Run chrome.tabs.captureVisibleTab function from Chrome extenstion

What is the expected behavior?

What went wrong?
In Chrome v66 I got the screenshot but when I run chrome.tabs.captureVisibleTab API on v70 I got the following error:

Cannot access contents of url "". Extension manifest must request permission to access this host.

Did this work before? Yes 66

Does this work in other browsers? N/A

Chrome version: 70.0.3538.110  Channel: stable
OS Version: OS X 10.13.3

Same as  bug 859496 , which is a duplicate of  bug 839857 .
Add "activeTab" in "permissions" in manifest.json and make sure the capture code runs on user activation.

I already have "<all_urls>" permession in manifest.json
Components: Platform>Extensions>API
Reporter, as you can see in  bug 839857  you need "activeTab", which is an intended change in new Chrome.
