The Camera switch button is disappeared on camera app.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11314.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3625.0 Safari/537.36
Platform: 11314.0.0 (Official Build) dev-channel octopus test

Steps to reproduce the problem:
1. Login in google account with agree "Google play apps and services"
2. Click camera icon to launch camera app (it's android app)

What is the expected behavior?
The Camera switch button is appeared on camera app.

What went wrong?
The Camera switch button is disappeared on camera app.

Wei, could you take a look?
It seems that GCA does not find more than one camera. Could you provide more details about the device you test so that I could try to find the same device to reproduce this issue on my side. Thanks.
The only scenario I can think of is: Android camera framework fails to detect an external camera.

This happens occasionally, and usually replugging the external camera works.
