OS: Win(7,8,8.1,10) , Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://settings/appearance
2. Right click under theme section to open context menu and observe.

Actual: Wrong context menu is displayed for theme link.
Expected: Link context menu should display for theme link.

This is a regression issue, broken in M-63 series, below is manual regression range:

Good build: 63.0.3227.0 (Revision: 505232)
Bad build: 63.0.3228.0 (Revision: 505449)

You are probably looking for a change made after 505441 (known good), but no later than 505442 (first known bad).
