Autofill does not replace contents of other autofill fields

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Autofill a form with a single line address (eg. 123 Fake Street, Mexico City)
2. Autofill the same form with a two line address (eg. Unit 5, 987 Real Ave, New York City)

What is the expected behavior?
Expected end result of the form should appear as:

Address Line 1: Unit 5
Address Line 2: 987 Real Ave
City/Suburb: New York City

What went wrong?
Actual end result of the form appears as:

Address Line 1: 123 Fake Street
Address Line 2: 987 Real Ave
City/Suburb: Mexico City

This has become a commonplace error when providing shipping addresses for orders, customers will autofill with an address (usually an old address) and then try to replace with another address using Chrome's autofill functionality however the end result is a data-mashed form of both addresses where the new address only fills blank fields from the first attempt.

As we can not disable autofill on the form due to Issue #587466 and there is no way to reliably detect an autofill event to grab new data and replace it with the correct data, there are very few options for resolving this issue on our side.

Any basic address form will suffice. I have attached a simple address form that matches the above example.

Requires set up of two addresses in chrome://settings/autofill

One with a single line street address (address-A) and another with a multiline street address (address-B).

In the form, click address line 1 and autofill with address-A, then click address line 2 and autofill with address-B.
