Tablet mode: media-button only bluetooth device suppresses virtual keyboard |

Issue descriptionI got this report through conversations from friends: Version: 71.0.3578.57 (possibly with ToT) What steps will reproduce the problem? (1) enter into the tablet mode, disconnected from physical keyboards (2) connect a bluetooth media button (like https://amzn.com/B00RM75NL0) (3) focus on a window What is the expected result? - virtual keyboard is visible, or at least customization is available to enable virtual keyboard What happens instead? - no virtual keyboard is shown, unable to type something Note that Android has settings of 'show virtual keyboard even if this BT keyboard is connected'. Maybe we should have similar one. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
