Tablet mode: media-button only bluetooth device suppresses virtual keyboard

Issue description

I got this report through conversations from friends:

Version: 71.0.3578.57 (possibly with ToT)

What steps will reproduce the problem?
(1) enter into the tablet mode, disconnected from physical keyboards
(2) connect a bluetooth media button (like https://amzn.com/B00RM75NL0)
(3) focus on a window

What is the expected result?
- virtual keyboard is visible, or at least customization is available to enable virtual keyboard

What happens instead?
- no virtual keyboard is shown, unable to type something


Note that Android has settings of 'show virtual keyboard even if this BT keyboard is connected'. Maybe we should have similar one.
