Translation always fails with "server error" |

Issue descriptionApp Version (from "Chrome Settings > About Chrome"): 70.0.3538.75 iOS Version: 12.1 Device: iPhone X Steps to reproduce: Open a page in (say) Chinese Observe the pane at the bottom offering to translate to english Tap the "Translate" button Observed behavior: See the translated page. Expected behavior: In the translation pane it says "The translation failed because of a server error." Frequency: Fails 100% of the time for me, and has done so ever since this feature launched. I've tried deleting and reinstalling the app but it hasn't helped. Additional comments:

I tested the URL from comment 3 with yesterday's Chrome Canary. The page translated into English successfully. I expect this to be working in latest Chrome Dev from dogfoody as well. You can download that from https://dogfoody.appspot.com/googlechrome if you are interested.
