Add colorspace support for WebP YUV decoding and rendering in GPU rasterization

Tracking bug for TODOs within the codebase where things need to modified for YUV colorspace support.

Although WebPs are YUV420, they can have an embedded ICC profile, which is intended to be applied as post-processing in the RGB space.

This bug relies on skcms_Transform support for multiplanar formats in Skia.
