Adding Spanish as a language does not trigger Spanish keyboard, making the keyboard for a Spanish person a very bad experience (not having "ñ" and no tilde)

Issue description

Chrome Version       : 71.0.3578.71
OS Version: 11151.45.0

What steps will reproduce the problem?
1. Grab a new Chromebook, have default settings. Add "Spanish (Spain)" language.
2. Open input methods. Spanish does not show up
3. Add "Spanish"--> you can add a "Spanish"

What is the expected result?
I am expecting to see the "Spanish (Spain)" keyboard as soon as I add this language. I don't even have an option for an Spanish keyboard after I add "Spanish (Spain)".



What happens instead of that?
First I don't get any Spanish keyboard at all. Only after I add "Spanish" (which I would never do, because I always add "Spanish (Spain)") I am able to select a Spanish keyboard. 


Please provide any additional information below. Attach a screenshot if
possible.

Please note that we tried with Spanish from other countries and it does not trigger the Spanish keyboard at all. Explore this bug further to make sure that we get it right.

I ran into a similar complaint with German: https://listnr.corp.google.com/product/208/report/76022560344

Looks like for when a language has a few "branches", you have to add the over-arching language in Languages before you can add the "branch" IME to the system.
