Automatically set up new branch builders at branch creation time

Use GoldenEye "Mark Branchpoint" signal (from json?) to instantiate new branch builders.  

Currently the process is fully manual, modifying code in config/luci-scheduler.cfg and there's often confusing over what to add and where.  

Ideally the signal from GE could add the necessary config elements to get a new set of builders up and running immediately.
