ChOps DevX apps all should use https://chopsui-gallery.appspot.com/elements/ChopsHeader to render their application headers.

This will probably require some changes to chops-header to accommodate all the current use cases.

Apps that don't already integrate chops-ui components should do so via symlink or bower install.
