Dynamic Type: Remove cap on ReadingList empty background

Now that the background of the empty TableView is scrollable, there are no reasons to keep the limitation on the font size.

[iOS] Remove font cap on empty ReadingList view

This CL removes the cap on the font size used to display the
instructions on the empty TableView background in ReadingList.
