CrOS FR: Manage icon in shelf on Chromebooks

Issue description

Summary: Remove and manage applications from the shelf using the Admin Console. 

Use case / Motivation:

Extending the pinned app's functionality to remove unwanted apps that are put on by either students or updates to the OS.  When you have 50,000 Chromebooks and 67,000 students, this becomes a very necessary option.

Having unwanted apps pinned to the shelf, especially when we didn't add the app, becomes a distraction for educators.  Instead of going to the groomed set of apps that we have cultivated for our students to help educators manage their classes, they are easily distracted by the YouTube icon bringing them to an unwanted service and at the moment we do not have an option to manage the icons that show in the shelf and remove it for all the students Chromebooks. 

Existing workarounds:

Block the application in the Admin Console and delete the profile for each Chromebook or select the option to delete local data. 

The school rely on the data on the Chromebooks for historical data relative to student safety.
