M73 Canary: User's can not attach files to pages

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11329.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3628.0 Safari/537.36
Platform: 11329.0.0 (Official Build) canary-channel peppy

Steps to reproduce the problem:
1. Update to 73.0.3628.0
2. Go to a site that allows you to upload files (such as discordapp.com or this page
3. Press the "Choose file" button

What is the expected behavior?
The Files app will open and you will be allowed to attach a file

What went wrong?
The system crashed

Would attach debug logs, but I'm afraid of losing the information I have here.
 
Can't attach debug logs and can't attach it to Google Drive
Scratch that, you can upload files to Google Drive, however it you must drag it from the Files app to the tab. Here are the logs:

#3, same thing happened with  issue 870838  where the bug was dup'ed to an internal bug or one that has a restricted view tag. Could you please talk to the owner of that bug and request that that tag is removed?
