What steps will reproduce the problem?
(1) Launch chrome and navigate to above test URL.
(2) Click on 'Notifications' button (permission bubble will appear with focus highlight on 'Secure' chip).
(3) Click on the 'Secure' chip (View site info bubble will appear).
(4) Now click anywhere outside the bubble and Observe.

Actual Result: Focus highlight disappears from 'Secure' chip after clicking on it.

Expected Result: Focus highlight should note disappear from 'Secure' chip after clicking on it.

This is a Regression issue seen from 'M-71' and providing the bisect info below:
Good Build: 71.0.3555.0 (Revision: 591861)
Bad Build:  71.0.3556.0 (Revision: 592301)

You are probably looking for a change made after 592130 (known good), but no later than 592131 (first known bad).
