OS: Windows(7,8,10),Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS

What steps will reproduce the problem?
(1) Launch chrome, navigate to pdf file (ex.http://www.orimi.com/pdf-test.pdf) then open dev tools window on it.
(2) Click on 'Toggle device toolbar' icon, and select any device(ex.iPad) from Responsive drop down.
(3) Now click on 'More options' icon and select 'Capture full size screenshot' option.
(4) Repeat step 3 and observe while capturing screenshot.

Actual: Delay is observed while capturing screenshot in dev tools.

Expected: No such a delay should seen.

This is a regression issue, broken in 'M-61', below is bisect info:

Good Build:61.0.3155.0
Bad Build: 61.0.3156.0

You are probably looking for a change made after 485930 (known good), but no later than 485935 (first known bad).
