OS: win(7,8,8.1,10),Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS 

Precondition: Atleast one password should be saved in 'chrome://settings/passwords' page.

What steps will reproduce the problem?
1.Launch chrome and navigate to 'chrome://settings/passwords'.
2.Click on iron icon (i.e 3 dots) and click on 'Export password'.
3.On Export password overlay, press tab key until focus reaches to 'cancel' button and press enter key.
4.Observe.

Actual  : Focus does not stay  on iron icon after clicking on cancel button on export password overlay. 
Expected: Focus should stay  on iron icon after clicking on cancel button on export password overlay.

This is a regression issue broken in ‘M-72’ and below is the 'Chromium bisect' information:
Good Build: 72.0.3604.0
Bad Build : 72.0.3605.0

You are probably looking for a change made after 612480 (known good), but no later than 612481 (first known bad).
