What steps will reproduce the problem?
1. Launch chrome ,navigate to NTP and open devtools.
2. Click on Filter text box under styles window and press 'Tab' key to move focus on :hov (Toggle element state)
3. Now drag styles window completely to LHS keeping grey focus highlight on :hov (Toggle element state) and observe

Actual  : Text box overlaps with focused ":hov"(Toggle element state) after dragging styles window to LHS
Expected: Text box shouldn't overlaps with focused ":hov" (Toggle element state) after dragging styles window to LHS

This is a regression issue broken in ‘M-67’ and below is the bisect information:
Good Build: 67.0.3377.0 (Revision : 544611)
Bad Build : 67.0.3378.0 (Revision : 544931)

You are probably looking for a change made after 544617 (known good), but no later than 544618 (first known bad).
