Regression:Wrong context menu gets opened after pressing menu key on 'Add languages' overlay |

Issue descriptionChrome Version: 71.0.3578.80 (Official Build) Revision 2ac50e7249fbd55e6f517a28131605c9fb9fe897-refs/branch-heads/3578@{#860}(32/64 bit) OS: Windows(7,8,8.1,10) What steps will reproduce the problem? (1) Launch Chrome, navigate to chrome://settings, change Appearance > Font size to 'Very Large'. (2) Click on Languages > Add languages. (3) Observe Add languages overlay opens with cursor blinking on the 'Search languages' text field. (4) Now press the menu key on the keyboard and observe. Actual Result : Generic Chrome context menu (with options 'Reload','Save as',Print'..) is shown after pressing menu key on 'Search languages' text field. Expected Result: Instead context menu (with options ('Emoji','Paste','Paste as plain text'...) should be shown after pressing menu key on 'Search languages' text field. This is a Regression issue seen from 'M-71' and providing the per revision bisect info below: Good Build : 71.0.3558.0 (Revision: 593043) Bad Build : 71.0.3559.0 (Revision: 593399) You are probably looking for a change made after 593204 (known good), but no later than 593205 (first known bad). Note: 1) Issue is not seen on Linux(14.04 LTS) and Mac(10.13.6, 10.13.1, 10.14.2) OS. 2) Same issue is also observed for 'Search passwords' text field on chrome://settings/passwords( but in this case the 'Font size' need not be 'very large'. Update: Rechecked the above issue on Windows 10 using latest Canary build #73.0.3664.3 and unable to reproduce the same. Thank you
